Cybersecurity affects every connected person. You are a potential victim at the same time as you are a security hazard. As a user it is crucial that you keep your computer and data secure; your operating system and application software safe; beware of malicious software; and actively use tools to enhance your online security. Securing your personal computer plays an important role in protecting your country's internet infrastructure and other users around the globe.

The protection of critical infrastructures, cybersecurity, and safeguarding the globally interconnected information net- work, requires a combined effort by government, industry, law enforcement, and citizens of all countries worldwide.

The development of an effective regulatory framework for the ICT sector requires the establishment of a comprehensive set of laws, rules, and regulations that clearly identifies the contractual obligations and property rights of governments and stakeholders.

The structure of this framework is determined, in part, by the legal and constitutional system of each country. Additionally, this Chapter discusses the other factors that impact the legal context of regulatory reform, including international and regional commitments, telecommunications-related legislation, and competition policy.
